Disability Insurance Coverage

Under both CSRS and FERS, benefits are payable to federal and postal employees no longer able to perform in their positions because of the onset of a disabling condition. A worker exhibiting an inability to perform in his/her position (or for other vacant positions at the same grade or pay level) is assumed to be disabled for federal or postal service, even though that worker might be able to hold some other job.

You have to have coverage in place before the time of disability.
